Dynamic Speculation Rules Test

Test Type: Dynamically inserted speculation rules
Instructions:

1. Open DevTools Console and Network panel
2. Click one of the buttons below to dynamically add speculation rules
3. Watch the console for log messages
4. Network panel should show the external JSON file being fetched
5. Check that rules are parsed and registered
